摘要(Abstract)：
质疑程序是独立于世界贸易组织争端解决机制之外保障GPA协定实施的自身特有程序设计,其本质是要求缔约方以书面形式规制一套保障供应商获得政府采购活动中期待利益的“非歧视的、及时的、透明且有效的程序”,并用法院或其它公平、独立的审查实体以确保实现。
